KATA PENGANTAR
Didasari kesadaran penuh atas adanya kesenjangan antara teori yang diperoleh mahasiswa dengan realita kebutuhan masyarakat dan munculnya tuntutan masyarakat atas mutu lulusan
Perguruan Tinggi yang mandiri dan siap mengantisipasi arah pengembangan bangsa, maka pada tahun 1997 Direktorat Penelitian dan Pengabdian kepada Masyarakat, merealisasikan Program
Pengembangan Budaya Kewirausahaan di Perguruan Tinggi
(PBKPT). Salah satu komponen program kunci di dalamnya adalah
Program Karya Alternatif Mahasiswa (KAM). Program ini hanya dapat diakses dan dilaksanakan mahasiswa sedangkan program lainnya seperti Kuliah Kewirausahaan (KWU), Kuliah Kerja Usaha
(KKU), Magang Kewirausahaan (MKU), Konsultasi Bisnis dan Penempatan Kerja (KBPK) dan
Inkubator Wirausaha Baru (INWUB), hanya dapat di akses oleh dosen. Proposal diajukan kelompok dosen namun wajib menyertakan mahasiswa sebagai pelaku lapangan. KAM merupakan wahana kreasi bagi mahasiswa dalam menciptakan produk (barang atau jasa) yang akan menjadi komoditas usahanya kelak. Sedangkan pematangan sebagai entrepreneur dilakukan pada program INWUB. Dengan demikian, PBKPT merupakan satu kesatuan program pendorong Perguruan Tinggi (PT) dalam menghasilkan entrepreneur ataupun technopreneur dari kampus.
Dalam perkembangannya, KAM terasa sangat membatasi ruang kreasi mahasiswa yang memiliki minat, bakat dan intelektual beragam. Pada tahun 2001, Direktorat Penelitian dan
Pengabdian kepada Masyarakat kemudian mengembangkan KAM menjadi Program
Kreativitas Mahasiswa (PKM) yang…...

...1.0 Question 1 Indonesia began a process of rapid government decentralization in 1999 from a formerly strong centralized government structure (Keith Green, 2009). According to Darmawan (2008), under former president Habibie, this reform process was conducted due to the introduction of new decentralization guidance in 2001 under Law 22/1999 on regional governments and Law 25/1999 on fiscal balance between the central and regional governments have changed the intergovernmental relations in Indonesia. Then, they were replaced by Law 32/2004 and Law 33/2004. The World Bank declared that decentralization is defined as “the transfer of authority and responsibility for public functions from the central government to intermediate and local governments or quasi-independent government organizations and/or the private sector”. Decentralization is also regarded as a way of diffusing social and political tensions and ensuring local cultural and political autonomy (Bardhan, 2002, p. 185). Local governments in Indonesia started to develop and to govern their regions by gaining huge transfer of authority and ability to make their own decision-making from central government with these laws. ...Indonesia as a Democracy A democracy is described as a government in which power and civic responsibility are shared by all citizens over the age 18, directly, or through elected individuals. Democracy functions based on majority rule and individual rights (Lord 2008). According to Dahl, there are five criteria that a country must meet to be considered democratic. He argues that a country must have inclusion, control of the agenda, enlightened understanding, effective participation, and voting equality at the decision stage (Dahl 1989). In addition to Dahl’s criteria, there are a number of other characteristics that make a country democratic. A democratic government allows adult citizens to elect their representatives - essentially the ability to fire and hire the representatives. Another important aspect in the democratic system is that majority rules in the election process, but individual rights are still protected. Next, a democracy must have individual rights. These rights include things such as freedom of religion and equal protection under the law. Another main criteria for a democratic country is free and fair elections. They also have several unique ways to solve their problem in an environment. The unique ways are musyawarah and gotong-royong. Musyawarah is the way of people in an environment to solve the problem in term of to make new role and to make a decision. This way usually is used in small environment such as RT (rukun tetangga). In musyawarah, all people are in the same level and they can give any comment or opinion. Usually, vote is the way to decide which action as the best option. They solving the problem to discuss it until mufakat (deal with a decision and no one harm of the decision). In the fact, some companies in Indonesia are using musyawarah to solve their own problem. Another action that very describing Indonesian is gotong-royong. Gotong-royong is the activity that does together in order to reach a goal or a team work. Usually, they do this stuff when they are cleaning their environment in small area. In several small towns, they do gotong-royong to make a new house of people.
